Offender Work & Training Programs

The Offender Work & Training Programs Division staff oversee four designated training facilities, manage the Work Against Recidivism (WAR) Program and is responsible for coordinating offender on-the-job (OJT) training for TCI. Division staff receive, log, review and process offender applications for offender jobs at TCI facilities. Division staff also coordinates transfers for eligible offenders, coordinates testing procedures and conducts testing/proctoring.

Offenders assigned to TCI facilities have opportunities to develop a work ethic and learn marketable job skills in preparation for release, while manufacturing products and services for customers. TCI’s Offender Work & Training Programs Division is unique in that eligible offenders are also provided opportunities to learn specialized, technical job skills and earn national certifications in GeoMedia Professional and Braille transcription certifications from the Library of Congress.

The designated training facilities are the Daniel Unit and Wynne Unit Computer Recovery facilities, Ferguson Unit Geographic Information Systems (GIS) facility and the Mt. View Unit Braille facility. The computer recovery facilities provide Texas public schools with refurbished computers. The Braille facility provides transcribed Braille and tactile graphics to education agencies. The GIS facility provides GIS data conversion services to cities, counties and state agencies.

The WAR Program is a joint effort with the TDCJ Parole Division, the Texas Workforce Commission and private sector enterprise. The division staff track particular offenders who were provided job skills while assigned to TCI facilities.

The Offender Work & Training Programs Division staff continues to research new training areas, incorporate the use of technology in production and identify and implement work programs that provide technical training and production experience.
